This seems to be a fairly common occurance - I don't watch STV News but do dip into this thread from time to time. I'm pretty sure that in the old days the IBA (and probably even the ITC) would have something to say about Aberdeen getting the Glasgow news.
They probably won't even have to email Ofcom a reason these days.

I've seen the North take what was Scotland Today well before the merge, I'm sure it was the late 90's when Grampian went had technical issues and they switched to Scottish and Scotland Today.
I'm guessing the East is still down though as on +1, it was Rachel with the headlines.
