To get back to the election coverage, I assume the BBC must be hard at work building the election set into Studio D. I wonder how much they will tweak and change it from the previous designs. It has been almost the same set design from 2010, but with certain little changes for 2015 and 2016 made.

I think they showed it last week on Daily Politics or This Week. It looked pretty similar shape wise.

In 2015 the recycled their 2010 set with little tweaks. David Dimbleby mentioned it before the election night, that it had been spruced up and cleaned. Maybe this will be the template for their election sets
Saving cash probably. If it aint broke don't fix it seems to be the BBC election design approach to their set
They don't have the time to be designing and building a completely new set. With the short notice and unplanned nature of this election, everybody is going back to their 2015 plans as they're a known entity, the only real changes being those required because of changed circumstances (e.g. sky in the middle of changing their entire setup).
Trying to be cheapskates is a fools errand this time around because of that lack of planning. Just getting the freelancers booked will be costing more than normal because all the major broadcasters found out the same day they needed a whole load of people, now!
April 18th was when Theresa May announced the election. June 8th is the election night. Just over 50 days to prepare for the election night coverage. Enough time for them to decide how their presentation on the night will look like.
BBC and ITV are very competitive, however usually BBC is always the winner in terms of ratings. I feel ITV's coverage on election night has been poor since 2010. Their reliance on the green screen studio has made their coverage a bit tacky.
Yes, BBC has a huge set, way over the top, but at least they try to bring us a fresh look each time with little tweaks and changes made.

BBC has its first debate on Wednesday, but will it just be like the ITV one ie crap?
I could think of various adjectives that might be used to describe ITV using the normal studio, but "tacky" isn't one of them, especially when comparing it to a massive "over the top" studio in the next breath.

I think you will find that is nowhere near enough time to start from scratch. They would usually be planning months if not years in advance. Putting on a huge and complex production like election night is a logistical nightmare and requires extraordinary planning to make it happen. It's not just a run of the mill, formulaic news bulletin. Not to mention that the people involved are all carrying on with their day jobs too - when you look at it like this, 50 days is no time at all.
