Make sense - a still image is obviously fake but you don'the want anything too busy.
There is some animation in the background picture: but, blimey, the average punter would be hard pushed to spot the bird flying behind the Spotlight banner, or the rippling water effect at the bottom.
It's about as obvious as the animation on the screens in Salford.

Also East Midlands today does this set up also.
Steph's business segment at Salford is introduced with a wider shot including the other presenters. It is NEVER a locked shot of her for the entire report.
No one complains about this very similar setup for Steph and her business segments, no different here really?

Which begs the question as to why they want to present themselves with the image of a cheap local community cable channel for the Breakfast bulletins.
Also the sofa set was used on the 6:30 programme, so it doesn't seem to be going anywhere.

I wonder what the tweaks are
A small thing, but they appear to have changed the lighting and diffused the newsroom printed background, so the presenter is more in focus. Looks nicer
Lovely two days spent with the @BBCCINews team - minor simple tweaks to the studio done - see them on air tonight. 1830.

Throughout last night's 6pm ITV News West Country (west) the side "windows" were mistakenly showing the Avon Gorge view, but the back wall was showing the correct Tamar bridges view, creating a jarring mismatch.
This was not corrected at any point before the programme ended.

Was wondering whether there was any significance to the fact that Jonty Messer was wearing a black (or charcoal?) tie, and Kylie Pentelow was wearing an entirely black dress tonight.
Who died?
Maybe related to something on the "east" programme?
Pretty sure that the "west" edition was the recorded one tonight (the lack of a "live" bug during OBs/DTLs is what I take to be the give-away).
Mind you, when Bob Crampton popped up with the weather at the end, he had a red tie on.

The first Good Morning West Country bulletin today was pan-regional. The background image on the studio monitor was Glastonbury Tor, rather than Plymouth Hoe ("east" viewers would normally see an end-on picture of the Clifton Suspension Bridge), and Ellie Barker said something like "Now the headlines in the West and Westcountry".
The weather forecast I saw was strictly sub-regional for the "Devon & Cornwall" patch, though.
Back to sub-regional business as usual in the West Country (west) for the 7am hour bulletin.

It was the same for Calendar today, at least on the 8:05 bulletin. Pan-regional with the generic gallery display but sub-regional weather.

Breakfast bulletins in both West Country sub-regions don't have any "view" on the backdrop. The side monitor showing the static "Good Morning West Country" logo/image, which the presenter is stood next to, dominates what you can see of the set. You can only see the one side wall and possibly a bit of one "pillar". The desk and the back wall are not within camera shot.
The "side window" (that you can only see bits of behind the presenter's head) is usually showing nothing at all (i.e. it's just black, so presumably switched off). The adjacent "pillar" is lit orange, with its reflection in the blank screen. From the oblique camera angle, this makes the "side window" look basically half black/half orange.

Just caught the 7.10 Good Morning West Country bulletin. The weather was read out-of-vision by the news reader, therefore there was a big empty space on the left hand side of the full-screen region map, where the weather forecaster would normally be stood.
