I suspected earlier in this week that there was a decent lag between the output and the actual footage being filmed of a few minutes and what I've seen earlier tonight almost seems to confirm it, either that or there is some serious logistical issues between communicating with people in that glass box and the ticker is lagged.
Since the ticker broke breaking news about the FBI reopening the investigation into Hillary Clinton, yet Sarah Hewson was carrying on for around 5 mins without mentioning it. We then went to a break with the outside glass box shown with the ticker around it and it was not showing the breaking news about the FBI and was just showing the previous breaking news about Russia instead. It was only when we came back to JT it was broken.
This explains why the ticker is never in sync.

The ticker around the studio was shown 3-4 minutes after the ticker on screen had the Hillary Clinton news added, and it was still not showing it which shows the ticker was at least 3-4 minutes behind.
The fact that it's the second time this week breaking news on the ticker has prompted no reaction from the presenter until several minutes later suggests there is a lag here unless they are deliberately with-holding breaking news which would be very odd.

Both breaking news items were on the on-screen ticker on that time, one followed by the other. Since the outside of the box shot was very short, only first item (Russia) managed to scroll past ticker during it, so it is difficult to make conclusions based on this Breaking news ticker.
The regular ticker though shows that the lag is quite inconsistent. I counted during Sarah's program, and ticker had 16 items. Once story #6 was on box ticker and story #1 was on the on-screen ticker, it gave difference about 4 minutes if we assume on-screen one is in front. Next time it was story #13 on the box ticker and story #3 on the on-screen ticker, which gave about 2 minutes.

The thing is though that my conclusion wasn't just based on that, it was based on the fact there was also a similar lag between the ticker having the breaking news and it being broken on screen. If it was live why did Sarah not mention it, and keep even talking about other stories and going on to other ones and go to a break several minutes after it came on the ticker, it's like Sarah was unaware, which backs up what I'm saying about the lag and your observations as well.

If Hillary is keeping quiet, and the FBI are not updating. Trump is the only one who will comment on the news, and so it moves the story on, and Sky have chosen to keep it on the Agenda.
Why are Sky broadcasting a Trump speech? He does these all day everyday. Are they trying to tell us something?
