Strange? New Delhi is quite an advanced city now. There are thousands of ex-pat families living in New Delhi, and I myself had a stint there last decade. Granted, it's not quite Huddersfield, but most Foreign News correspondents understand that when they're signing up for a post, it most probably won't be in the Maldives.
Sky World News - to be honest, it hasn't caught on here in the Middle East, because it's played out at some ungodly hour of 0600 (Dubai) and 0500 (Doha, Riyadh, etc). Most of the region is still fast asleep at that time. To grow the Middle East audience, the two best slots are 10pm local (currently 7pm London, a la Zeinab Badawi) or 8pm local (approx 5pm London, and currently the hour when CNN airs it's Abu Dhabi outing "Prism"). To compete in the real sense, Sky would need to replace it's Live at Five with a Dubai based bulletin, or else replace the six oclock bulletin in a similar manner.
The working culture and commuting nature/heavy regional traffic means that most people don't actually get home until around 8pm Dubai time. That 'drop onto the sofa' slot is when we would all like a local bulletin.
