I didn't have any problems with the ballot myself, but I can appreciate some could - especially with essentially three simultaneous voting systems across 2 ballots. It's also worth pointing out the Executive or Electoral Commission, or whoever's responsible for educating the public made a pitiful attempt to explain it all. The Scotsman did a decent enough guide, and I assume other papers did, but apart from a terrible leaflet which didn't help explain anything, there wasn't really any information about how to vote 'pushed' on people.
I also seem to remember we were told in advance that the ballot boxes would be the same colour as the respective ballots, which they weren't.
