Surely a moderators job should be to get threads back on topic rather than furthering arguments.
If you don't want this responsibility, perhaps you shouldn't be moderator.

a) Tell people to get back on topic - if they want to argue they'll continue to do it anyway (And it's hardly World War 3 I add...)
b) Lock the topic - accused of being heavy handed
c) Do nothing - accused of not caring
d) Have a friendly word - ignored.
I believe the phrase "Damned if I do and damned if I don't" comes to mind.

I'm not sure if ITV were right about dropping the News Channel, I do think that it would have worked within a quarter screen on freeview alongside full screen formats on Sky & Cable.
Though by the sounds of this you could say that ITV got out at the right time, although I'd like to see more money put into news, mainly online, and bulletins.
Another idea that I was thinking over would be if ITV could set up an interactive news portal that would work like Sky & BBC's, and show reports (perhaps linked by a presenter who could also do updates on 2, 3 & 4), with additional text content.
That way it would have a news pressence and provide digital viewers with the news when they want it, yet would cost significantly less, perhaps an hour/half an hour through certain points in the day, and someone to control the feed/feeds and to edit the text. Afterall, if they can create an interactive portal for Coronation Street, surely they could have one for news.
The only problem would be where to find the space to squeeze it on freeview. There must be a way, else they wouldn't have suggested the quarter screen on freeview idea ages ago.
I would love to see more attention onto online news, especially in ITV's camp, Sky & the BBC are leading the way. Surely if ITV made their reports, and programmes available online, it would be a step forward.
