It's not uncommon for regions to have problems with providing breakfast bulletins, and the "standard" protocol for regions is to just take the "sustaining feed" (a.ka put BBC London up) to fill time.
In this case, why did BBC One Scotland decides to continue to opt out and find a CA to read the news rather than putting BBC London on air just like how other regions handle these situations? My assumption is probably the editors decided the content from BBC London is too irrelevant for Scotland, hence they just decide to ask a CA to fill time.
