I can just about hear that some lunatics are shouting in the background on College Green, but not what they are actually saying.

All those present can perhaps hear what they are shouting, but viewers can't, so it seems odd that Simon McCoy is repeating what they are saying. It's just irrelevant when he's interviewing someone.

I’m at the BBC Broadcast Centre in White City, and on one of the screens BBC Parliament is on but there’s no sign of reith on the channel?

No, not on the flagship bulletins. That was the original plan but the BBC quickly abandoned it.
