When the main lighting grid isn't lit - so when maintenance is being performed, or simply when the studio isn't in use (so people don't fall over cameras / set / cabling etc..

Studio C appears to have the London backdrop during the Studio C NC/World simulcast today (whilst Marr is in E). Looks a lot better than the fake newsroom background

I believe the theory goes that a journo working from home can drive themselves to such a location and meet a lone operator who brings the SNG or VSat vehicle and everything is much more socially distant than if they were working out of the newsroom and did their piece from the studio.
