It's an easy cost saving. Saves a crew rostered to man a studio just for that hour, plus the production team who make it. Having rolling news from the regular studio who are there anyway is a no brainer.
I've always thought it was a bit naff, some of the packages were very oddly produced and edited and I never cared for the studio chats. The only time I really watched it was when there was a big news story when it was basically the same as normal, just with different style astons

I was never a fan and I hated how we went from having Simon and Carrie in the mornings to having this crap taking over the News Channel and dragging it down every morning.

It should mean Live with Lucy Hockings on World can use B for the whole three hours instead of the final hour.
