Interesting that Anna stepped in and not Nick who had presented Breakfast News that morning accordingly to genome. I always though Buerk had the best charisma for the One even though he only presented regularly for a year.
Could have just spliced it from the Six O'Clock voiceovers
Thought that myself. But would it have been easier to record a new one? Who did the news voiceovers in those days? Was it someone from continuity?
It was a chap named Patrick Lunt. I think he may have worked on Radio 2 at the time.
Speaking from knowledge of the way ITN has handled voiceovers over the years, I would suspect that a v/o for Anna would already have been recorded and if not prepared for the One, then spliced together at short notice as suggested. ITN were certainly very thorough - in the 80s and 90s, they had whole reels of v/o's with every possible Tom, Dick and Harry lined up ready to go! As evidenced here: https://www.dropbox.com/s/vr6ovuxh63f6aeg/saxonbaines.mp3?dl=0
Of course, back then the v/o artist would have to be booked and recorded to tape which is why they would rattle off every combination that could be thought of. Nowadays thanks to advances in technology, the current ITV News v/o artist has a home studio and sends v/o's in on demand. That's why ITN are able to use special on location v/o's that sound decent rather than having to be edited together on the day by a sound engineer using the bits and bobs that have already been recorded.

Patrick Lunt was indeed a newsreader on BBC Radio 2 at the time plus he was also married to Jan Leeming.
Who is "Saxon Baines"? I've never heard of them. Andrew Burt did the ITN News v/o before the horrible yellow set. Didn't Simon Bates do the original First Report/News at One and News at 5.45 V/Os?
Saxon Baines was a newsreader at ITN and LNN around the late 90s. I think she may have occasionally presented the Big Breakfast News bulletins and presented London Tonight. She eventually ended up at CNN I believe. Not sure where she is now.
Yes, Simon Bates did some v/o work for ITN in the 70s/80s. Phil Roman also did a few v/o's in his time.
Saxon Baines? That’s a blast from the past... Can’t remember where she started out. Was hired by CNN in the glory years of late 1990s. Anchored World Sport (alongside the great Terry Badoo). Ended up anchoring CNNSI when it launched. After that... haven’t a clue.

Obviously had become a bit more lax by 2000. Clearly by the tone of the v/o's voice in this clip https://www.youtube.com/watch?v=tq6sNbrVHcE, they clearly never expected Andrew Harvey to present on is own.

Haha good find! Yes, around that time they started recording voiceovers like "From ITN the ITV Weekend News with Andrew Harvey and Andrew Harvey" with the intention that they would be edited to make various combinations. This was about the time that ITN started using 360 Systems Short/cut editors and Instant Replay machines to edit and playout sound effects. This would have been a lot easier than editing on 1/4" tape as they had previously. I think that's why back then they used to record most combinations to tape while they had the artist present.
In the clip above, as you say, they mustn't have had a single Andrew Harvey pre-recorded as the intonation is all wrong! Sounds like it might have been an edit down from a Lunchtime News v/o or something.
