Why did ITV not change the overnight news to match 99 look?

I don't think we'll ever know for sure. My guess would be it had something to do with staffing costs. The shows that got the new look straight away in 1999 were all broadcast from Studio 1 and PCR1...

The America Decides programme in 2004 was a production for ITV1 that was simulcast on the ITV News Channel. I don't think it was necessarily that the existence of the ITV News Channel precipitated...
