'Working to rule' means doing the absolute bare minimum that is required by one's contract of employment. So, for instance, if an employee is only contracted as a correspondent/reporter and BBC management ask that person to temporarily present on the BBC News Channel (i.e. should the regular presenter fall ill), they will refuse to because it's not in their contract. It could cause a lot of problems for the BBC!
Working to rule generally has more of an impact when people take breaks when they're supposed to, take full breaks while they're at it and start and finish bang on time. A lot of BBC staff job descriptions are a bit vague when it comes to actual prescribed duties, so it can be difficult to argue against not doing a particular task when it just says something generic. However, there are means and ways: you could argue not to do a particular duty because you haven't had the training required or don't have the required level of seniority.

In response to feedback from members the strike committee agreed to suspend the strike called
for Friday 29 July, and give the BBC notice that NUJ will instead be taking strike action for 24
hours on Monday 1st August. All members are therefore called to observe this strike day from
00.01 until 23.59 on Monday 1st August 2011. Additionally the BBC has been given formal notice
of action short of a strike consisting of an appraisal boycott beginning on the same day. We
appreciate some areas have concluded appraisals for this year, but others have not.

This could be a real shame in BBC West region - the Bristol Harbour Festival is a big part of the summer calendar, Radio Bristol has had a superb presence there this weekend, and we would naturally get a decent bit of coverage on tomorrow's Points West.
I don't know too much of the politics behind this (and I'm not really sure I want to), but if the comment that the BBC has refused ACAS conciliation has more than a grain of truth in it, then shame on Mark Thompson & BBC management.
