I'm not sure that stacks up. There are lots of people in London but London is a big place covering lots of towns in their own right. You could say that 'a big North of England story is virtually national because of how many people live in the North'
The american news services probably just hear 'London fire' and assume it is taking place one block away from Buckingham Palace

London is made up of lots of little 'villages' but that doesn't mean that those who live in Bow or Kingston or Acton never go to Camden or don't know it at all. There is an infinity between the various parts of London that there isn't between, say, the north of england. 'The north' has lots of self contained cities and towns. The same goes for Scotland or Wales or 'the midlands'.
It's worth remembering the population figures - London is 9 million people packed into quite a small area. If you include the surrounding towns that recieve the regional news you're talking one 1/5th of the population
