The best announcements in my opinion were always on a Saturday teatime when you got something like "The ITV Weekend News and Sport with Bill Neely and Felicity Barr". And when the voiceover bloke recorded new names they'd never fit exact, a bit like railway station announcements

They could easily fit in an announcement over the main part of the titles after the first bar of the theme (the familar bit!) - just "ITV News with Mark Austin and Nina what's her name" would be sufficient and wouldn't interupt the flow of the titles.

LOL - I remember once we had ' The ITV Weekend News and Sport with Leyla Daybelge and Felicity Barr ' , and it was all in diffrent tones of voices, sounded awful !!

Depends how much time there is. Since the closing titles have been brought in (July) he's had to cut it short, because the first few bars are quite loud and make him slightly inaudible.
Is Mike Neville is the person that used to do the announcements until this relaunch,
or is he one of the ITV1 announcers?
If he's the old ITV News announcer, where did they fit an announcement into the current titles?
The only way that I can imagine them doing it would be to add a longer piece of music to the
sting so the music continues with a fade into the studio.

Ironically Tyne Tees had an ITV1 Tyne Tees ident at 6pm - it's been well over 6 months since we've seen that (and no mention of the Tyne Tees name at 6pm since 2002)! No mention of the Evening News at all, just what's on later followed by "Good evening and welcome to ITV1, where it's time for North East Tonight, with Mike Neville".
