I think that was a reference to the select committee on Culture, Media and Sport's criticism of The Mint , on the programmes alleged fixing of the phone lines so that only a certain number of people got through (or something along those tracks)

Yes, although, there was explicit reference to Nick's appearance brought up during the committee meeting. ITV Play came heavily in for criticism.

I have had the opportunity to watch one edition of the Lunchtime News this week [where James Mates presented] and wanted to know, has Nicholas Owen left ITV this past week? If so, I am surprised because I thought it will be until at least Dec 23 of this year.
Hopefully, the departure of Nick will make the 'And Finally' on ITV News bulletins, plus have one more go on the News At Ten Thirty and evening news bulletins.

He has been seen a few times since, but generally in the past once a newsreader has announced they are quitting for the other side they go on "gardening leave" and aren't seen again!
