The thing is, the 9pm show usually finished about 9:59, with promos airing, until News at Ten, which seems to be starting at 10:00:55(ish) every night.

Perhaps News at Ten starting at 22.01 with the previous 9pm show finishing just after 22.00 is a bid to keep viewers from turning to BBC1 for the news?

Well, it's hardly "News At When" is it?
However, I do find ITV's habit of over-running programmes in an attempt to persuade people not to change channels to be rather childish!
I record everything with adverts in anyway, so the "over-running" of programmes to any great extent means I miss the ending - and subsequently don't bother watching the next episode.

I totally agree with StuartPlymouth. ITV's so called flagship news programme NEWS AT 10 with the ever-so-wooden Trevor really is something of a laughing subject. What is just so crazy is that all the hype that surrounded the pre-launch has resulted in a rather 'watered down' version of what we had, long before ITV decided to shelve the once great news show.
So - lets see - time to confuse the viewer yet again. The show hits the air at 21.59.50 or 22.00.20 or 22.01.30 even better on a Friday - 23.00 with the local news following ITV's "lets-state-the-bleedin'-obvious" weather recap of the day - I don't think they like to forecast the weather.
It's little wonder then that the BBC continue to have much higher viewing figures for the 22.00 news.

Who the hell would get confused by that?
Poor old Mrs Jones who's 103 years old - if they say NEWS AT 10 it should be on at 10!!
In the good old days, the regions used to radiate a clock before the opening bongs - signalling the fact that it was 10 O'Clock!

Amongst my family and friends I can't think of anyone now who doesn't record everything from commercial channels on their PVR, whether it be Sky+, V+ or a FreeviewPlus box.
I don't care whether NaT starts late. I have a buffer on Sky+ to record about 2 or 3 mins either side of a programme, but often this is exceeded on ITV channels.
