It's nothing to do with ITV News falling into third place for television news, which you allege. However, I believe that, over all, ITV News in peak-time still does better than Sky News in terms of ratings.

To be clear, though, some other broadcasters (especially those in the US) would pay the costs to have their lead anchor returned for an event(s) of this magnitude. The same is true of the printing press, and equivalents can be found in various other businesses too.
I wonder, though, if part of the thinking here is that the rest of the Summer could well prove to be unpredictably eventful too - especially if there's a fast invocation of Article 50, and the Labour Leadership race could now prove much tighter than first thought.
