Does NZ have any regional broadcasters in Christchurch. IIRC they don't have regions on the main channels but sure there are some local channels - there was the one who had the 2004 ITV regions look.

There used to be a channel called CTV (Canterbury Television) - in fact, it was the first regional station in New Zealand, having launched in 1991. Sadly, their building collapsed in the February 2011 earthquake, killing 115 people, 16 of whom were employees of CTV, and destroying all of the channel's equipment. CTV did relaunch a few months after the earthquake, broadcasting from a different building; however, the channel itself shut down for good in 2016, with the CTV brand now reduced to little more than a webpage featuring video news reports. Worth noting, also, that the CTV YouTube channel hasn't been updated since late 2016.

The channel you mentioned still has the 2004 ITV regional look, would you believe - but they don't use the music anymore. This is their week in review programme (the main news uses a shorter set of titles):

Here in Christchurch we did have our own local network it was called CTV it however after the 2011 earthquakes they didn't recover and were brought out by a Newspaper Company. Local broadcasting in New Zealand is gone. I don't believe there are any local broadcasters left.

For those who live in NZ, how often does One and Three cut into programming for breaking news as it did last Friday. I'd assume it's quite rare.

Barely ever. It only normally happens if it effects New Zealanders on a national scale so like Jacinda Adern fronting after giving birth or if it effects a certain city majorly so an Earthquake or the Attack last week or if a State of Emergency is placed, in turn with TVNZ & Three been a Civil Defence Broadcaster they need to be on air to give details to locals.

Some examples of that:
