The deal is about saving money - BBC News and N&R have negotiated a deal with Viz for News and the regions - and I guess this is a decent money-saving option for all BBC parties involved.
The software could, in theory, allow some graphics to be created on the desktop by journalists, rather than requiring designers/operators to box stills, layout simple maps and quote graphics etc. according to house-style templates created by designers. (Some of this is already possible using ENPS and Aston - but only in a much more basic manner)
