It's not true. The first Tagesschau voiceover was Dagmar Benkoff, to 2000.
Almost, this was Dagmar Berghoff, from 1994 to 2000!
It's also been confirmed today that the voiceover introducing Tagesschau will be female, for the first time.

^Another thing that should be noted: the opening theme back then was slightly different (hear the last four notes, which were changed to its current form around the year 2000).

And a video from 2005, just before they moved into their soon-to-be-former set, with the 2000-present theme and the 1997 graphics (with the 2003-present Das Erste logo and the ARD "one as a trademark" device added to the Tagesschau logo):
Tagesthemen had its own version of the theme, which was still being used as a closing theme, but I'm not sure if it was withdrawn as an opening theme (in favor of the 2000-present version of the Tagesschau theme) when the current ARD logo launched (in 2003) or when they moved into their current set (in 2005).
