Presumably it's similar to London Tonight and Central News West - but what's the backdrop?
Yep same set. The backdrop is using the same background as the current set does, only on the projection screen.

*Sob* that was a great farewell montage there, and it was nice to see the original (and best) Meridian ident again, albeit only the last few seconds of it and without the music. The new set looks "nice" - in the same sense that the new ITV1 idents look "nice". Functional but not much else.
That montage also inspired some TV-pres comments from my family - a rare occurance. My dad said " Southern " in a very reminiscent voice on seeing the original Southern ident, and my sister said "I remember that!" on seeing the original Meridian ident. Aww

Also can anyone answer the question for me becasue it has been bothering me ~ Have Fred and Debbie presented Meridian Tonight since the start i.e. 1993? If yes, what was Natasha K doing?

It's highly possible that I got the wrong end of the stick... oops!
Fred and Debbie presented the very first Meridian Tonight together on 01/01/93, as you can see here on TV-Ark. Over the years, I believe both Jane Wyatt and Natasha Kaplinsky have sat in Debbie's seat for various periods of time, though I don't know any more specific details.

So is the S.E edition not moving on Monday? if not when is it moving. Also is the north edition moving to the new studios?

Ths South East edition will come from Whiteley on Monday, This was not mentioned this evening.
