I'd assume a mixture of both dependent on carriage deals. They're virtually certain to have a global online presence and a broadcast channel on all Comcast operated platforms. It;'ll then be a commercial decision on others.

I don’t see Comcast giving it away for free in the US, I’d almost expect any web stream would be blocked and require a TVGO login. It’s likely the one of the same reasons why “free” webstreams of AJE were never allowed during the AJAM time period is because MVPDs want people watching on TV where they make money off of it. And also likely AJAM wanting exclusivity in the US to avoid confusion.
Maybe CNN got wind of the NBC/SKY channel build out happening and thats why we started to see big changes and shifts of resources of CNN in LONDON. So far the planned moved of all TURNER properties in London to a new location has gone quiet probably still happening, news of it is just quiet. So its interesting to note that CNN seems to be shifting resources and adding new programming from London. NBC and Sky and the 800 pound gorilla especially in the news business.
If it's coming out of Isleworth, I would imagine that it's web presence will be via YT. In my answer I was talking carriage, not whether a charge would be made on any Comcast platform. In the UK I would be extremely surprised to see it attract any form of paywall treatment, over and above any basic fee for initial access to the platform on which it was being carried.
