It is an inevitable result of them designing a studio for bulletins, and then deciding to move a continuous news channel in.
With minimal downtime to allow custom screen effects to be programmed, a relatively inflexible and unfriendly screen controller system, l;ess effort available to create bespoke graphics and VTs for the screens, and little time to brief the crew (so camera moves work with the effects and the vision mixer can achieve them) and set-up special sequences for the One and Ten O'Clock bulletins it simply isn't possible to use them to their full advantage.
If they had got a better control system, or had downtime in the studios, it would be possible to do more (including more line-up)...
