Just to expand on Canada, the following markets have ethnic television stations:

Toronto: Omni 1, Omni 2
Montreal: CJNT Television
Edmonton: Omni Television
Calgary: Omni Television
Vancouver: Channel M

All of them have regional ethnic programming, and a few of them have regional newscasts in Cantonese, Mandarin, Punjabi, Tagalog, and Italian.

Channel TV once did a news bulletin in French though I don't know when they did it or how long they did it for! Very Happy I believe it's the only ITV franchise to ever produce programming in a foreign language.

Well HTV Wales produced Welsh programming on it's channel and still to this day on S4C.

And Granada produced a small selection of Welsh programmes very early on covering the North Wales tip it covers.

But thats if you call Welsh a foreign language I guess.

A TV station here in Slovenia brodcasts (mostly) in Italian for the Italian minority in southwestern Slovenia, while Italy's RAI produces Slovene-language local news for the city of Trieste and surrounding areas.

The BBC's See Hear programme for the deaf/Deaf community? There's a soap opera as well.

Why would Welsh be counted as a foreign language?! Confused
