There's a radio based system that alerts whoever needs to know about impending news, although with computers there are other and better ways of alerting people. There's also a system whereby when a button is pressed in London all the regions opt back to network.
Independent radio has a similar system run by IRN, an 'obit' light flashes in studios across the country when there's a very important story (i,e, a 'graded' death or major incident). I believe that certain people are phoned so that in the eventuality (such as the death of diana) when stations are unattended; someone can dial into the automation from home and make any changes necessary.
Unfortunately when the Queen Mum died it was easter holiday and most of th staff at IRN were freelance and weren't that au-fait with the procedure...... so no-one pressed the button. The first thing many DJs knew abotu the story was when they put up the fader for the news
