For anyone interested in this issue, here's my blog about it, very much informed by some of the comments in this thread:

In short, I doubt the rule change will make a massive difference to most local TV and radio - at least not any time soon.

One thing I should add is that when it comes to radio there may be one DJ with multiple “personalities” for different cities. Weather and Traffic are frequently hubbed as well.

Other than that it’s a good write up.

Also I should add that companies like The Weather Channel or Accuweather are frequently hired to do weather. I forget the ones that do the same for traffic as some have rebranded at a corporate level - but many stations may use TV news helicopters to provide reports. The helicopters are usually owned and operated by different company and someone else in there may do reports. Now there are radio stations that are either coowned or partnered with local TV stations that do weather for the stations. The stations may be programmed locally or for those that essentially simulcast another network use certain “opt out” or local avail time for that information.

You are probably thinking of TOTAL Traffic from Clear Channel. Part of which used to be from Shadow Traffic.
