I don't know about this, but Fox News seem awfully gleeful in being able to blame the US Governments' startling slack response to Katrina on the fact that the devastated state of Louisiana and the city of N.Orleans is governed by the Democrats.

And it's not just California's infrastructure which is third rate. I can't find the article, but I read a report from a BBC correspondent in Washington a while back where he described a transformer on a pole in the street where he was living. He said the last time he'd seen anything quite so makeshift and dangerous looking it was in a township in South Africa in the 1980s.
