I think radio wouldnt go amiss. Some tv stations here have partnered with some radio stations to take over their news updates. So the update is given on the radio and branded with the tv station branding and the news is an anchor live from the tv station newsroom. London has a plenty of radio stations that would probably be happy to outsource their news departments and save some cash. LL should look into that type of cross promotion.

They also have the huge advantage of virtually unlimited cross-promotion in the Standard, which gets read by vast numbers of Londoners each night - so, if their programmes are good enough, they've got everything in place to get them onto the radar of people who are interested in local news.
