Don't they always use the faded blue for the bottom line when only one line is needed?
I'm not too sure, the ITV News Channel has only just restarted working where I live as of the start of this week approximatly.

Today showed the Hutton effect on the BBC. They want to make sure facts are checked, checked and checked again before they announce anything. That's why they are rubbish compared to Sky with rolling news. It's only when they have a chance to collect their thoughts with the one, six and ten o'clock news that they do good reporting.
