Christian Woolmer seems to be saying pretty much the same thing, and now Sky are quoting union sources as well.

Will be some very interesting political repercussions if this is a total cover up...

If this is a terrorist attack, and that is looking highly likely, then it may be an agreed procedure to state initially that the system is being closed down due to power problems so that people evacuate the system in a controlled manner and do not panic.
