Head of News is such a massive over-arching role that I doubt he gets involved in such decisions as individual programmes.
Same with the sharing of bulletins between the channels, though that is something that would very been forced on them by the need to cut costs

To give James Harding credit he did bring stability to BBC News when it was reeling after Savile and there were questions over the viability over Newsnight.
However, he clearly seemed very focused on the 1, 6 and 10. I think the new Head Of News will also have to look at BBC News Online. What was once a pioneer in online news now feels at best that it is standing still. Obviously politics are partly to blame, but there are many other news sites are now offering more in depth and innovative online coverage.
The BBC also does need to take a serious look at its approach to impartiality. The traditional format of putting up two opposing views for issues like Brexit and climate change is not serving the public well and giving air time to fantasists like Lord Lawson.
It will be interesting to see whether the BBC brings in another outsider or it is an internal appointment.
