ITV West/Wales News

I thought occured to me the other day, why are the news services for Wales & The West of England called ITV ????? News? It seems a bit out of place, because they could have put all the regions as ITV ????? News (e.g. ITV Meridian News or ITV London News). My first idea is that the old service was called HTV News, so they decided to call the new service ITV Wales News?
