It's so utterly amateur, absolutely dreadful. It looks like a poor mock, thrown together by a forum member after reading a 3DS Max tutorial. Everything about the set looks fake, even the lighting rig they've put in, or the overly reflective floor.
It's a big shock to see ITV News go from a very sleek, impressive set, to this poor rubbish. The old news at 10 opening titles featured a view of London that looked almost photorealistic in places - now suddenly their CGI skills have regressed about 20 years and they can't even knock up a realistic looking desk! And if it's true that the desk is real, somebody's really screwed up.
An absolute travesty when you compared the two. The new ITV News set is one of the worst implementations of CGI I've ever seen on a news programme. Even BBC News managed it better in 1993;

I think the set looks much colder mainly because it has no boundaries, I wouldn't be surprised if the atrium returned yet again to make it look like a studio again, obviously with the "panels" over the top.
I think you're absolutely right. ITV's "theatre of news" started as a flat, lifeless CSO screen. When they realised how **** it looked, the wall became 'transparent', featured the atrium, then the skyline. Sadly they've learned nothing from this, but give it a few months and the screen/wall will once again be transparent.
