Yes it is, but its an 'expansion' of the Today branding, so in theory they'd be expanding the Daybreak brand which would become stronger, making it an extension to the Newshour, but still a Daybreak produced programme.
It will be a shame to see it go and I imagine may be the first of a few 'terrestrial' bulletins to disappear over the next couple of years, but it will be no great loss as it was just a rehash of the previous nights News at Ten with a bit of NBC News thrown in. I do think that maybe they've missed a trick by not tying the first hour of Daybreak in with the ITV News brand, especially with this latest news.
At last, a little common sense has leaked into ITV...I think you're right about the 5:30 bulletin being one of the 'terrestrial' bulletins that will disappear. In fact I agree with everything you've written in the above post.

I really can't see ITV doing this - they'd never drop a news programme for a news programme, it defies the whole point (even though the content would be somewhat different).
Also, I don't think introducing a Daybreak-branded show at 5:30 would really strengthen the brand. Let's face it, there really isn't an audience at that time of the morning and I'm pretty sure that the tabloids would have a field day... "Daybreak's latest attempt at clawing back the viewers has predictably flopped" or something like that. ITV really can't afford to take any more risks like that when it comes to such an unstable brand like Daybreak.
It's much more realistic to accept that the soon-to-be vacant 5:30-6:00 slot will be filled by whatever currently precedes the Morning News - Nightscreen, Jeremy Kyle repeats, so on.
It does raise some questions regarding the London bulletin cover. We'll probably see an extension of the shift covered by the 6pm presenter to present after News at Ten to bring it inline with the other ITV News Group regional bulletins. Although the mornings will probably need a new post for Daybreak bulletins, how this can be utilised with the national news we'll have to see.
Would they not get someone like Philippa Tomson, who is a newcaster and a weather presenter, to do the Dyabreak bullitens and do the weather out of vision? Clare Nasir would be perfect for it!

I would have thought the late bulletin would be read by one of the News at Ten presenters, just like the Lunchtime News.
