From what I have gathered, there is a pecking order and if the presenter is not as experienced or simply filling in, the reporters might not respect them as much, so may completely ignore the presenter. I know Libby Weiner does this a lot. Here is an example.

Libby Weiner: Today has seen Tony Blair under increasing stress....etc....
I wouldn't read too much into it - maybe they don't know who it is or it's simply a question of time.
Talking of Lucy Owen, loved Nicholas the other day on the morning summary with something along the lines of "Join the Owens for the Lunchtime News at 1.30pm"

I remember Owen Thomas used to present World Business Report on BBC World years ago, at the same time when Teymoor Nabili (AJE), Adrian Finighan (CNN), Richard Quest (CNN) and John Terrett (AJE) all also used to do biz news on the same channel.
He was a good business presenter actually - if ITN don't want to give him (Owen) more shifts, I wish BBC World would.
A few problems in the opening for the ITV Evening News, e.g. No sound during title sequence and also the headlines. With the sound returning when the opening is finished also Mary apoligised.
