Whilst ITV News has had good coverage, I wouldn't say the BBC News coverage wasn't comperhensive. Rachel Harevys reports have been first class, along with the overdue news special.
I watched the ITV News Special - whilst it was good at reporting the events, the BBC News Special last night did what the BBC do best - analyisis - something i find lacking from ITV's coverage.

I remember that photo from the relaunch in February. It's from the rehearsals for the new set.
Just going back to that image, it appears the images are coming from a widescreen camera in the studio, with thise white lines making a form of a 4:3 area? So is it likely that they produced the programme in 16:9 anyway, although not broadcasting it in 16:9.

That looks like the newswall is being used, as its busy and has a big headline. I also like the image behind the four main squares, as apposed to just another layer of blue squares being used now. This is how they should be using it, and not with 2 presenters sitting down with just blue squares behind!

If that is a genuine photo off-tube then it is likely they piloted in 16:9 at least partially (to check that the new set worked in that format?) However it could just be a "mock" for publicity purposes.
I would be surprised if ITN hadn't piloted in 16:9 - after all they have to move into the 21st century at some time. ITV1s news really sticks out in 4:3 when the rest of the channel is pretty much entirely 16:9.
(One personal theory is that they are now so dependent on journalist based desktop editing, using a relatively old Quantel Inspiration server based system, to save money, and their current journo editing tools aren't great in 16:9 or don't allow simple 4:3<->16:9 conversion?)

The BBC has a reciprocal deal with ABC in the same way that ITN has an agreement with NBC and Sky co-operates with CBS (as well as Fox, obviously)

Nope - she was introduced as working for the BBC by the ABC anchor, and her payoff was to the effect "Rachel Harvey, BBC for ABC News"
In cases like this it is likely that even if Rachel were freelance, she would file a report specifically for the BBC, which would become their property (and they would have paid for its production). She wouldn't be able to sell this to other broadcasters, though the BBC might be able to.
In this case, though, the BBC and ABC have a co-operation deal, just as ITV (or is it ITN?) have a deal with NBC. Think Sky work with CBS (as well as Fox)
