It seems that to make up some of the minutes of output lost in the shakeup, weekend bulletins are being extended.
This is from the Anglia programme statement:
The duration of the weekend bulletins, popular with viewers and with a much bigger potential available audience in daytime, will also expand significantly. The general pattern of Saturday and Sunday lunchtime and teatime bulletins will continue.
A good tactical move - ITV already offers more regional news at the weekend than the BBC, and this will consolidate that.

I think you will find that during the week (mon-fri) ITV regional news programmes have more bulletins than BBC1!
