Well 'Lookaround', formerly 'News and Lookaround' has been on the air since 1961 in the Border TV region.

It may well be that the Tyne Tees programme was the first in England -- we had a lengthy conversation on this one over on the NotBBC forum several years ago.

Similar sort of thing to the Electronic News Gathering facilities in the late 70s -- Grampian was the first in the network to implement, but Tyne Tees was the first in England. Can get confusing sometimes!
