C4 don't cover it - and three of the four outlets that do are the BBC - with the fourth being the Murdoch empire (though ITV is now part of that too I guess!).
It may seem insignificant to those of you who kneel at the feet of Auntie, but in light of the changing attitude at ITV, it could very well be the first step that leads to the loss of the Lunchtime News on ITV1.
And let's face it, if the BBC had dropped coverage you wouldn't be saying "Well, it's on ITV".

Times have changed, and from what I remember the Budget used to be shown at 3.30pm when I was growing up, and then one year it moved to Lunchtime.
I don't see any reason why ITV must cover it, there are plenty of other outlets to watch it such as BBC2, Channel 4 (if the News At Noon is still on that is), BBC News 24, BBC Parliament and Sky News, why ITV?
It's like showing PMQ's on ITV on a Wednesday at 12pm, theres little or no point in doing so.
