There's this BBC News report, but it doesn't say that STV News should be seen in the Border area. It does, however, say that Border TV should at least restore a separate news service and possibly also make or buy non-news programmes from STV.
It also said that allocating southern Scotland to STV wasn't being actively considered.

A separate advertising region still exists on Sky certainly. Were Cumbrian viewers shown Scottish-interest programmes in the earlier days of Border, or even comparatively recently?

Yes - there were several programmes shared between Border, Scottish and Grampian. I remember "Take the High Road" going out on Border at 7pm, compared to less prestigious slots outside of Scotland and Cumbria.
They also showed Scotsport. When they gained the ability to split the region along the border, Scotsport was only shown on Border Scotland.
The only Scottish programme I can remember being shown on Border in the last few years is the Scottish leaders debate for the UK general election. This was shown throughout the Border region, though I believe ITV weren't going to bother initially.
Also - the Scottish versions of Party Election broadcasts are shown - on at least one occasion this replaced the late Lookaround. The English equivalent was shown at 6pm.

As I understand it ITV has suggested reintroducing a half hour daily news show solely for the Border region, and a weekly politics show, a high amount of which will cover Scottish affairs.
Another option proposed by Ofcom is that Border could show Scotland Tonight in the Scottish half of its region, though this could cause complications in scheduling etc.
For English regions, ITV proposes a fully local 20 minute show with 10 mins of news of interest to more than one region (eg Yorkshire county cricket would be of interest to those in more than one ITV area).
This is all off memory, so correct me if I'm wrong.
What ITV are offering is a token gesture. The programme will still come from Gateshead and, presumably, will have to be pre-recorded on many occasions. OFCOM must ensure that, at the very least, viewers in the South of Scotland gain access to a minimum of 90 minutes of non-news programming per week. If ITV are forced to do that in Wales they'll have to do so in "their" part of Scotland, otherwise it could be seen as discriminatory provision.

Im not happy that there want to Cut the lunchtime news to 3min. Maybe STV should opt out and bring back the 30min news?
Maybe Border Scotland should just take STV news and Scotland tonight. Its not like there going to miss alot of shows after 10.30.
