It's possible to run pretty much anything off car cigarette lighters these days, plug a webcam or video streamer in, send it over the internet. When the picture is blown full-screen on Sky its obvious the original bitrate is very low as the picture looks very mushy like most footage on YouTube that comes straight from a mobile phone.
In fact I saw a caption of Livecast in the Storm Watch box earlier tonight so that is most likely a live Internet stream.

I have just watched last nights SkyNews.COM and in the second half of the programme, Martin Stanford was in a control room at Sky Centre where all the feeds from the storm were coming in. The live car shot (according to Martin) was done by a mobile mounted near the rear view mirror. Worth a watch if you get half hour.

I saw Fox News testing these. It was quite interesting watching a live stream looking out of the front window and/or from the roof of the car as they drove around random parts of America.
