That is correct, as we only have one transmitter that carries the whole Region, so we've never had a proper sub-opt, population wise the Region is more than big enough, but can't due to transmitters.
What they used to do during Granada Tonight (1990's) was to have most of the programme from Manchester, but did a News round-up from Liverpool.
Though IIRC someone mentioned they trialled a Lancaster opt-out in the early 1990's, but nothing came from that.
