Kate Garraway has spoken about her belief that an evening version of GMB would be popular:

Two hours of news followed by an hour of news in the afternoon/evening on the most populist ex-terrestrial TV channel in the country… hmm… call me crazy but I just don’t think that would work.

Good Morning Britain’s format is based around the fact people only watch breakfast TV for short segments, 10-15 minutes. That would have to be radically changed for an evening programme.

The format would have to be altered I agree. The 6-7 slot could be taken up with something else

That seems similar to Australian, Canadian and American schedules to a certain degree. Early News starting at 4pm. (typically the earlier newscasts are a bit lighter and fluffier, and features stories and topics that appeal to women. The hours preceding the main Primetime schedules( featured first run comedies, dramas, etc) mainly consist of entertainment news programmess or daytime game shows. The big budget, huge set, gameshows would are still scheduled in primetime. Then the evening is capped by a newscast of some description. Be it local or national.

Ofcom are never going to let ITV move news out of the 6pm hour. They'll also insist on 'heavyweight content' too.
