Could just mean they no longer uplink from the UK? AIUI they only need an Ofcom licence if they are uplinked from an area under Ofcom jurisdiction. If they are now uplinked from France, they don't need an Ofcom licence. Astra and Eurobird at 28.2-28.5 degrees aren't "British" satellites, and aren't exclusively licensed by the UK.
