That's what I really don't understand, how come it's the 5 or 6 TV networks that 'call' the election and not the US equivalent of a returning officer. It amazes me that a candidate will concede the race just because the TV has said that he hasn't won. The whole US electoral system seems to be less than open

Sure the networks call the elections.
But their results are projections, they're not official results.
In many ways it's similar to the exit poll results we have on election night in the UK.
The problem the networks had in 2000 was that they were all so desperate to beat the competition that they took risks with the unconfirmed results in Florida, while the pan-handle polls were still open. And then they had their fingers burnt.
In 2004 they were a lot more cautious and much more careful about prefacing their predicitons as just that - predicitions.

But over here you wouldn't get Michael Howard conceding defeat at 10pm when the exit polls are announced. But that's kind of what happens in the US

Also in US elections you never see an official stand up and say 'xxx has got xxx votes' like the declarations here.. it all seems to be announced by TV.

That is true but you'll have noticed that John Kerry was very slow to concede in 2004 for just that reason. The Democrats clearly felt that Al Gore had been much to quick to concede in 2000.
Also don't forget that while the networks have their polling that guides them towards calling a state, the parties will also have exit poll information. The TV is in many ways reflecting what the parties themselves are already hearing. The whole idea that Fox called the election for Bush and so Gore conceeded doesn't really stand up to scrutiny.

Like some have already said "Out Foxed" really is worth a viewing; if not for the wonderful clips of O'Reliy denieing he'd told his guest's to "Shut Up". I quote directly from the mouth of O'Reily, "I've only ever told one guest to shut up" cue 46 clips... Classic!

I think it's more characteristic of the shape of American politics. There really does seem to be a void with "Left" written on it. The Democrats really do need a good leader, like a friend of mine said the other day, yes I do have them!, The Neo-Cons are popular it's just there's no-one else.

I believe that O'Reilly's criticism of Adam Boulton was the fact that his show was called The Boulton Factor in comparison to his own programme The O'Reilly Factor on Fox News. He featured it as "his most ridiculous news item of the day". I've found these quotes:

"A political editor at Sky News in London, England, Adam Boulton, has a new nightly news program called, are you ready, The Boulton Factor. Now I'm sure the check is in the mail for your humble correspondent. But more importantly, The Boulton Factor better be good. If not it would be ridiculous."

Ridiculous.
