I couldn't see it being used on S4C, I see your point though, but S4C is just a rather complex setup. RTÉ use it to their advantage, as it is often a filler in the downtime (if any) on RTÉ One/Two or TG4. Manchester's Channel M also broadcasts EN in the mornings, but this is becoming less. A terrestrial presence I think would increase EN's popularity in the UK, but probably more in the style of RTÉ or Channel M who use it as a filler.
AIUI it's one Video stream, from what I've seen there's nothing Local, it even displays the time for New York, Bruxelles and Moscow, so I think that's the biggest hint. I've tried listening in the other Languages and it's useful, though it's damn right bizzare if you hear the Somfy sponsorship being sang in German...
