I wouldn't have thought encouraging people to go out and vote would be a violation, unless of course they also said something that might influence how those people voted. (e.g. "go out and vote today if you want to remain in the EU" or "go out and vote today if you want to leave the EU".)
Publishing information setting out the practicalities involved in helping people to vote, such as when the polls are open, the wording of the question, expectations of when the result may be known, etc. are allowed,
but the BBC stops short of actually encouraging people to vote.
The musician certainly seems to be spouting crap, and I'm not sure why he's there.
He was there to provide facts and statistics to back up his views and debunk the leave arguments, which he seemed to do very easily and very eloquently when he wasn't being shouted down by people who don't like facts and statistics. Wait, this isn't for discussing the referendum.... Sorry.
Also, yes, last night's debate was a shambles, both in terms of the organisation and the TV production of it. Frequent camera mishaps, Paxman walking across an active shot, and just weird pauses and gaps and fluffs everywhere.
