The Scots clearly like news from home first. Scottish newspaper tastes are different from England's. While The Herald, the Scotsman and the Daily Record are all home-grown, the "English" papers have to have strongly tartanised editions to sell. The Sun has done it well.
BBC Radio Scotland can mix and match Scottish, UK and world news within the same bulletin, on the basis of news value rather than geography and there's no reason why BBC Scotland television or STV shouldn't do the same. The only real issue is resources.
To do a mix of Scottish, UK and world news from STV, STV would have to have a good feed from ITN and the ability to re-edit packages. It would be hard to do live two-ways with ITN correspondents but not impossible.
Anything would be possible if enough money were thrown at it.

But yes, given that the initial point was that the main news that day was very Scottish, exactly what is the difference between Midlands Today extending their hours if the major news was in Brum?
I could be wrong, but don't some of the English regions have larger potential audiences than the Nations? North West and London being the biggest population centres in the UK. So if anyone should get their own version of Newsnight? or a special programme, or to be able to opt out whenever the hell they want to, and have their own stupid wing shaped logo, and be able to cover a story that the national bulletins have done to death and then repeat everything they just said because they can and they will because nobody can tell us what to do because we've got our own government and we've got our own stupid looking fake noddy money, with pictures of people nobody has ever heard of, just so we can go south of the border and shout "That's Legal Tender" at bewildered looking shop assistants, and we like to wear silly skirts and use a cannon to tell the time and you can never take our FREEDOM!
Why must the Scots have to whinge and complain about us "English *******", will somebody please remind Alex Salmond what happened to the last guy who tried to give the Scots independence... maybe someone could lend him the DVD.
Oh and yes I would dump ITN News but not because of any other reason than its crap.
